CEO Kim Do-kyun, who took office as the 11th President of Kangwon Land on the 2nd, has overhauled the secretariat—the core advisory body—in preparation for large-scale organizational and personnel innovation.
According to Kangwon Land on the 13th, the company began public recruitment for the Head of Management Support Division, an executive director position, on the 10th, and simultaneously carried out transfers and appointments within the secretariat team.
Currently, all four major division head positions at Kangwon Land—Casino, Resort, Planning, and Management Support—are vacant. The Head of Management Support is the only standing director position, and it is expected that candidates from the Ministry of Trade, Industry and Energy will apply, as per custom.
Prior to this, CEO Kim appointed Kim Young-hwan, formerly a section chief of the K-HIT Future Strategy Team, as the new Chief of Staff on the 9th. Two days later, he completed the reorganization of the core advisory line by significantly replacing the secretariat's working-level staff.
The new secretariat team is now composed of staff from key planning and strategy departments, including the Performance Innovation Team, K-HIT Future Strategy Team, External Cooperation Team, HR Team, and Talent Development Team. Former members of the secretariat have been reassigned to frontline departments. This move is interpreted as a strengthening of the secretariat's planning and communication functions, allowing the new CEO to quickly convey his management philosophy and innovation direction while closely coordinating pending issues across departments.
In particular, the simultaneous restructuring of the secretariat and the recruitment for the Head of Management Support are seen as a signal for follow-up executive appointments and company-wide organizational reform. Inside and outside Kangwon Land, it is believed that CEO Kim intends to stabilize the core advisory team first before addressing the vacancies in division leadership and improving the organization's overall structure.
CEO Kim has maintained a rapid pace since taking office. On the 3rd, the day after his inauguration, he condensed the new CEO briefing process—which typically takes over five days—into a single day, focusing intensely on major tasks and urgent issues.
He also accelerated his efforts to understand local issues and communicate by visiting major institutions and organizations in the four coal industry transition regions: Taebaek, Jeongseon, Yeongwol, and Samcheok. This is seen as a reflection of his determination to revitalize the organizational atmosphere, which had become stagnant due to a long-term leadership vacuum, and to normalize decision-making and key projects.
His commitment to regional coexistence was also clear. On the 10th, CEO Kim attended the '31st Anniversary of the 3.3 Residents' Movement' at the Sabuk Root Park in Jeongseon and the '2nd 2026 Kangwon Land Illegal Gambling Response Seminar' at the High1 Grand Hotel, engaging actively in field activities.
CEO Kim stated, "Kangwon Land is a public enterprise that must exist alongside the local community from its very inception. We will fulfill our responsibility for creating quality jobs and sustainable regional development, and we will use the voices of the residents as a compass for our management."
A Kangwon Land official stated, "This secretariat reshuffle is a preparatory step to quickly convey the new CEO's management philosophy to the organization and the field, and to strengthen our core business competitiveness. We expect full-scale structural improvements to follow through subsequent personnel changes and organizational restructuring."
With the reorganization of the secretariat and the recruitment of the Head of Management Support underway, attention from employees and the local community is focused on the criteria and principles CEO Kim will apply to upcoming executive appointments and the broader organizational reform.
